CBAM's definitive, financially binding phase started 1 January 2026. The EU importer is the one who registers, reports and pays — not the supplier — but the importer's declaration runs on data that only the supplier has: production route, embedded emissions, mill certificates. Stainless washers sit under CN 7318, a downstream steel product, and are in CBAM scope only once Annex I is formally amended to add that code; the European Commission has signalled it intends to do this, so check current status before treating either "in scope" or "out of scope" as settled. This tool runs the numbers both sides need to budget ahead of that answer, not instead of it.

Part 1 — De-minimis exposure check
The 50-tonne threshold decides whether CBAM applies to you at all. It's assessed across all your CBAM-covered imports for the year, not just washers.
Note: hydrogen and electricity imports are excluded from this de-minimis calculation entirely — they're covered separately. The 50-tonne threshold itself is a policy setting (introduced via the Omnibus simplification package) and may be reviewed or adjusted; don't treat it as permanent.
Part 2 — Embedded emissions & indicative certificate cost
This estimates the CBAM certificate cost for a given weight of washers at a given emission factor and certificate price. It is a budgeting number, not a declaration figure — see the disclaimer under the result.
This is an indicative estimate for budgeting only. Actual CBAM liability must be calculated from the producer's verified installation-level emissions data (or the Commission's official default values if verified data isn't available), less the free-allocation (benchmark) deduction the declarant is entitled to, and less any carbon price already paid in the country of origin. All three of those can materially lower the amount actually payable versus this raw calculation. This is not legal or customs advice.

Part 3 — What your EU buyer will ask you for
If you supply an EU importer of washers, this is the practical list — the documents and data points that come up once they start their CBAM declaration or vendor-qualification process.
- 1Producer's installation-level embedded emissions data — direct emissions from the production process plus, where relevant, indirect emissions from electricity used.
- 2Production route — scrap-based EAF versus blast furnace (BF-BOF). This single fact swings the emission factor by more than an order of magnitude.

FAQ
Are washers already covered by CBAM?
Not conclusively confirmed as of mid-2026. Washers fall under CN 7318, a downstream fastener code. CBAM's Annex I currently covers upstream and semi-finished iron and steel; CN 7318 comes into scope only once Annex I is formally amended to add it. The European Commission has signalled it intends to extend CBAM to downstream steel products, but the amendment has to go through before liability is real. Check the current Annex I list with a customs adviser before assuming either way.
Who pays, importer or supplier?
The EU importer. They register as the authorised CBAM declarant, file the annual declaration, and buy and surrender the CBAM certificates. The non-EU manufacturer, such as HUIHUI, has no CBAM payment obligation. But the importer's declaration runs on embedded-emissions data that has to come from the manufacturer, so the supplier still carries a practical data-sharing role even without a financial one.
What is the CBAM certificate price now?
For Q1 2026 the default used in this tool is €75.36 per tCO2e. Through 2026, the CBAM certificate price is set as a quarterly average of EU ETS primary-market auction prices; from 2027 it moves to a weekly-average calculation. The price changes every period, so check the European Commission's published CBAM certificate price before using it for an actual declaration or budget figure.
How do I lower my CBAM cost?
Three levers matter most. First, source from a scrap-based EAF production route rather than blast furnace — the benchmark factor is roughly 19 times lower (0.072 vs 1.37 tCO2e/t in the EU benchmark set). Second, get your supplier's actual verified emissions data instead of falling back on the Commission's default values, which are set conservatively high. Third, claim the free-allocation (benchmark) deduction your declaration is entitled to, and deduct any carbon price already paid at origin — both reduce the certificates you actually have to surrender.
